Portions of southeast Ohio, including the following counties, Athens, Gallia, Jackson OH, Meigs, Morgan, Perry, Vinton and Washington and West Virginia, including the following counties, Doddridge, Jackson WV, Mason, Pleasants, Ritchie, Tyler, Wirt and Wood. * WHEN... Through Thursday afternoon. * IMPACTS... Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
