Portions of northeast Kentucky, including the following counties, Boyd, Carter and Lawrence and West Virginia, including the following counties, Cabell, Lincoln and Wayne.

Until 445 PM EST.

* IMPACTS...
Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable.

* ADDITIONAL DETAILS...
- At 409 PM EST, gauge reports indicated minor flooding was occurring along the Mud River and Twelvepole Creek.

Huntington, Wayne, Hamlin, Chesapeake, Proctorville, Beech Fork State Park, Barboursville, Kenova, Milton, Ceredo, Centerville, Burnaugh, Durbin, Ona, Rush, Culloden, Webbville, Burlington, West Hamlin and Lavalette.
