Portions of northeast Kentucky, including the following county, Lawrence and West Virginia, including the following counties, Boone, Lincoln, Logan, Mingo, Raleigh and Wayne. * WHEN... Until 430 PM EST. * IMPACTS... Creeks and small rivers continue to rise due to excess runoff from earlier rainfall. Flooding of low-lying and flood-prone locations is occurring. Low-water crossings are likely inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 211 PM EST, Minor flooding from continued runoff into creeks and small rivers continues, especially in low-lying and flood prone locations. While some locations are likely receding, will extend another 2 hours as some locations remain elevated. - Some locations that will experience flooding include...
