Northwest Pocahontas and Southeast Randolph Counties.

* WHEN...
From 1 AM Tuesday to 1 PM EST Wednesday.

* IMPACTS...
Dangerously cold wind chills could cause frostbite on exposed skin in as little as 30 minutes. Prolonged exposure to very cold temperatures and wind chill values can lead to hypothermia.
