Northwest Pocahontas and Southeast Randolph Counties.

* WHEN...
For the Wind Advisory, from 8 AM to 7 PM EST Monday. For the Cold Weather Advisory, from 6 PM Monday to 2 PM EST Tuesday.

* IMPACTS...
Gusty winds will blow around unsecured objects. The dangerously cold wind chills as low as 19 below zero could cause frostbite on exposed skin in as little as 30 minutes.
