* WHAT...
Flooding caused by excessive rainfall and melting snowpack is possible.

* WHERE...
Portions of western Maryland, including the following area, Garrett and eastern West Virginia, including the following area, Western Grant.

* WHEN...
From late Thursday night through Friday afternoon.

* IMPACTS...
Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
Creeks and streams may rise out of their banks. Low-water crossings may be flooded.

* ADDITIONAL DETAILS...
- Heavy rainfall on top of residual snowpack will lead to increased runoff concerns. 1 to 2 inches of rain is expected across the watch area early Friday morning through Friday evening. The combination of one to two inches of rain combined with 2 to 5 inches of snow water liquid equivalent from remaining snowpack on the ground will lead to flooding concerns.
