Western Grant and Western Pendleton Counties.

* WHEN...
From 3 AM Thursday to 7 AM EST Friday.

* IMPACTS...
The cold wind chills as low as 15 to 20 below zero could result in hypothermia or frostbite if precautions are not taken.
Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.
